An industrial (manufacturing) park is a specially designated territory equipped with the appropriate infrastructure, within which participants of the Industrial Park conduct economic activities in the fields of processing industry, processing of industrial and/or household waste (except for waste disposal), alternative energy, energy storage, as well as scientific and technical activities, and activities in the field of information and electronic communications under the conditions defined by the Law and the Agreement on the Implementation of Economic Activities within the industrial park.
The initiator of an industrial park’s creation can be state authorities and local self-government bodies, as well as legal entities and individuals of any form of ownership who are owners or lessees of land plots suitable for industrial use.
The land plot on which the creation of the Industrial Park is planned must belong to the category of industrial lands, be suitable for industrial use according to urban planning documentation, and have an area ranging from 10 to 1,000 hectares.
Production enterprises, administrative and office premises, educational institutions, scientific laboratories, logistics complexes, engineering structures, waste processing and utilization facilities, and other objects necessary for the functioning of the Industrial Park may be located within its territory.
The procedure for creating an Industrial Park includes the following stages:

Development of the Industrial Park Concept, which defines its goals, objectives, location, area, requirements for participants, development plan, and the resources necessary for its creation and operation.

Adoption of the decision to create the Industrial Park, where the initiator approves the creation of the Industrial Park for a term of at least 30 years.

Selection of a management company — on state or municipally owned land, this is done through an open tender, while on privately owned land, the initiator selects the management company independently. The management company is a legal entity that ensures the development and functioning of the Industrial Park, manages the infrastructure, attracts participants, and monitors compliance with the terms of the Agreement on the Creation and Functioning of the Industrial Park.

Conclusion of the agreement on the creation and functioning of the Industrial Park between the initiator and the management company, which stipulates the cadastral numbers and parameters of the land plot, infrastructure development conditions, the procedure for attracting Industrial Park participants, conditions for granting rights to use engineering networks, the property regime, and reporting procedures.

Registration and inclusion of the Industrial Park in the State Register of Industrial Parks.
Industrial parks are by nature long-term projects that require careful preparation and compliance with legislative requirements. Their creation is possible both with the participation of state bodies and on privately owned land, and successful implementation depends on a high-quality concept, the availability of necessary resources, and an effective management company.
